The City of Warrnambool is West Victoria's largest, fastest-growing and most resilient economic centre, attracting workers from everywhere in the country and even overseas. In addition, Deakin University brings local and international students into town. Its coastal appeal, historic charms and laid-back café-culture are also enticing a growing number of sea-changers and lifestyle seekers, resulting in a population growth of more than 400 new residents every year. However, not enough new long-term accommodation is being developed, because the growing numbers of tourists (460,000) understandably motive local investors to provide more short-term AirBnB accommodation rather then long-term rentals.
All these factors cause a constant growth of rents (7.7% in 2025) and a current vacancy rate near zero. Warrnambool’s rental market is so exceptionally tight that the city has trouble to even accommodate essential workers. Hence, the council's request to build more than just one rooming house. As a result, NORLON Living bought this 1,060m² block from the State Government to develop 18 studio rooms for essential workers. Being next to a new park, playground and Bus Stop, opposite a new activity centre anchored by Woolworths, a couple of hundred metres away from Warrnambool's largest employer, and less than 5km from the Town Centre, it is just the ideal place for the much needed accommodation.

Mildura experienced a capital growth of 17.94% and outperformed every town in Victoria. Similar to Warrnambool, it is an economic power house with an GDP closing in on $10 billion, serving almost 100,000 in its vicinity. It is the second fasted growing city in Australia (6.7% annually, only beaten by the Sunshine Coast) and has behind Tullamarine, the second busiest airport in Victoria.
Yet, similar to Warrnambool, it hardly has any long-term accommodation for the same reasons: Almost 1 million visitors motivating investors to provide short-term and not long-term accommodation. The result: A vacancy rate of 1.1%.
NORLON Living bought a 1,340m² block to also assist the growing Mildura community with alternative accommodation. It is strategically located opposite a modern employment hub, next to a bus stop, on the main road between NSW and VIC (Benetook Ave). From here one can walk to nearby park land, to the marina, the Murray River, and the CBD and is about 2km away from Mildura's famous food street, affectionately called Feast Street.
